This week Roxby Downs Community Board chairperson Les Rochester reiterated the board's intention to have direct input into the renewal of the Roxby Downs Act 1982 (SA).
That submission argues that the Town Administrator's position should be replaced with a general manger appointed by the board.
"The board has written to the Premier (Mike) Rann, the treasurer Kevin Foley and Minister for Mines Paul Holloway and BHP Billiton negotiator Richard Yeales to seek input into the renewal process … that followed an invitation to put a submission in by the President Uranium and Olympic Dam Development Graeme Hunt," Mr Rochester said on Monday.
"We had asked for a way to have input into the renewal process because we had concerns about governance in Roxby Downs … Graeme directed us to Richard Yeeles."
The board has an invitation to make a submission to the renewal of the Act and at its last meeting it tabled and passed the submission document.
The submission reads, "the board acknowledges and endorses the spirit of the indenture agreement but feels the wishes of the community today are not reflected in the governance arrangements set for its development 20 years ago."
Mr Rochester told the Roxby Downs Sun that the board recommended that the position of Town Administrator be removed.
"In the original indenture the position of administrator would only be for five years and would be replaced by a board,” he said.
“The position has carried on for 21 years.
“The community board feels that it is an archaic system of government, especially for a town that is projected to grow three-fold in size … you can't have one man, or one person, govern a town of 12,000 people."
He said that the board hoped the negotiating parties gave fair and due consideration to its submission.
They believe it reflects the desires of the community of Roxby Downs.
The next board meeting is at 7.30pm on Monday, July 28.
